Its a novella that takes place between The Nightmare Stacks and the Delirium Brief in Charlie Stross's Laundry Files. I recommend the books in general.
The main character of the series starts not being part of the series in places and this is a story between those books which introduced new characters. Its actually Escape from Yokai Land, not Island but its in Japan and it looks like the cosmic horror may be Hello Kitty...or at least something that thinks its Hello Kitty in appearance.
